Het sprookje van Maxima

De eigenlijke prijs kon de winnares van Inspiratie voor Integratie gestolen worden. Voor Dounia el Baraka was de echte hoofdprijs de aanwezigheid van Maxima. Nadat de prinses haar afgelopen vrijdag de door De Baak ingestelde prijs had uitgereikt, vloog Dounia haar om de hals. Zij klemde Maxima tegen haar borst en had haar het liefste nooit meer losgelaten. Voor mij in de Ridderzaal zaten vier Turkse jongemannen. Gniffelend draaide een van hen zich naar me om: “Dat had ik ook gedaan als ik de kans kreeg.”
Een dag na de prijsuitreiking sprak ik een buurman. Hij is vrijwilliger bij Bakkie in de Buurt. Na de moord op Theo van Gogh is dit initiatief ontstaan om de sociale cohesie in Amsterdam Oost-Watergraafsmeer te bevorderen. Bakkie in de Buurt is een mobiel terras waar gratis koffie wordt geschonken. Afgelopen donderdag dronk Maxima een kopje koffie met de buurt. Mijn buurman was er bij en verguld dat hij Maxima had ontmoet. Misschien had hij haar net als Dounia wel willen omhelzen.

De prinses van de hoop

Dounia’s hartstochtelijke omhelzing van Maxima was meer dan oranjeliefde of persoonsverheerlijking. Het was vooral een omhelzing van de hoop. In korte tijd is Maxima het symbool geworden van de multiculturele idylle. Haar boodschap is simpel: “Als we onze vooroordelen laten varen en elkaar open tegemoet durven treden, maakt diversiteit ons sterker.” Het is het scenario van een feel good movie of een sprookje. “We hebben onze moeilijkheden en misverstanden gehad, maar uiteindelijk leefden we nog lang en gelukkig.” Het is een positieve boodschap waaraan het establishment zich graag verbindt. De ridderzaal zat vol met politici en vertegenwoordigers uit het bedrijfsleven. Ik wil er ook graag in geloven, maar de werkelijkheid is anders.

Wantrouwen

Uit onderzoek van de sociologen Bram Lancee en Jaap Dronkers blijkt dat in wijken met een grote etnische variëteit het vertrouwen in de buurt lager is dan elders. En dat ligt niet aan de opleiding of het inkomen van die buurtbewoners. Eerder had de Amerikaanse politicoloog Robert Putnam voor de Verenigde Staten hetzelfde ontdekt. Van oudsher bestaan twee theorieën over interetnisch contact. In de eerste theorie leidt zulk contact tot een vermindering van vooroordelen. In de andere theorie leidt het juist tot sterker wij-zij denken. Putnam kwam tot een andere conclusie. Leven in een gemengde wijk vermindert niet alleen het vertrouwen in buurt, maar ook het vertrouwen in de eigen etnische groep. Mensen trekken zich in hun schulp terug.
Lancee en Dronkers vragen zich af of de huidige politiek van het gemengd bouwen, waarbij dure koopwoningen verrijzen naast sociale huurwoningen niet leidt tot een vermindering van het sociale vertrouwen. Nabijheid van mensen met een andere etnische achtergrond is geen garantie voor warme banden. Mensen wonen dichter op elkaar maar leven nog altijd langs elkaar heen. Toch biedt het onderzoek van Lancee en Dronkers ook hoop. Mensen met een buurman van een andere etnische origine hebben minder negatieve beelden over allochtonen dan wel autochtonen. Het is een dubbelzinnige conclusie: het vooroordeel neemt af, maar de vermijding niet.

gemengde winkeliersvereniging

Als mensen in gemengde wijken elkaar mijden onderstreept dat enerzijds het belang van initiatieven als Bakkie in de Buurt en Inspiratie voor Integratie, maar tempert dat ook de verwachtingen. Mensen die weinig vertrouwen in de buurt hebben, laten zich ook op een mobiel terras niet zien en laten zich ook niet uit hun schulp lokken door de vertaalde gedichten die Dounia el Baraka in Den Haag verspreidde. Het probleem van de idylle van Maxima is dat daarin goede bedoelingen de boventoon voeren. De suggestie is dat mensen elkaar dolgraag willen ontmoeten en leren kennen. Het biedt daarom geen antwoord op de cultus van vermijding. Die wordt alleen doorbroken als mensen gezamenlijke belangen hebben. Voor de sociale cohesie is een goede gemengde winkeliersvereniging en een gemengde basisschool belangrijker dan een mobiel terras. Zulke gedeelde instituties ontstaan niet vanzelf. Dat vergt een veel grotere inspanning dan een eenmalige ontmoeting of een inspirerend gedicht.
Het grotere publiek heeft dat ook begrepen want de publieksprijs van Integratie voor Inspiratie ging niet naar Dounia el Baraka maar naar Emel Aktan. Zij is een stagebemiddelingsbureau gestart voor allochtone jongeren. De publieksprijs werd jammer genoeg niet door de prinses uitgereikt. Emel zou Maxima misschien hebben gevraagd hoeveel gekleurde stagiaires er eigenlijk op het hof rondlopen. Idealiter had zij terstond aan de prinses en de bobo’s in de zaal toezeggingen ontlokt over stageplaatsen. Bij zo’n aanpak past niet een innige omhelzing, maar een handdruk die een contract bezegelt. Want de multiculturele samenleving is meer gebaat bij zakelijke samenwerking dan bij romantische ontroering.
