Het lijkt een simpele vraag: wat gebeurt er met een verloederde buitenlander die geen verblijfsvergunning, geen werk, geen vaste woonplaats en geen verzekering heeft? Het antwoord lijkt simpel. Zo iemand wordt teruggestuurd naar het land van herkomst. Sinds enkele jaren bestaat zelfs de mogelijkheid om illegalen in afwachting van hun uitzetting voor ongeveer een half jaar op te sluiten. Maar wat nu als deze verloederde buitenlander een Pool is?

In de Europese Unie bestaat vrij verkeer van personen. Een Pool mag naar Nederland reizen en krijgt drie maanden de tijd om werk te zoeken. In de wet staat dat hij na die drie maanden wel moet beschikken over een inkomen en een ziektekostenverzekering. Wat er moet gebeuren als iemand na drie maanden geen inkomen en geen ziektekostenverzekering heeft, staat niet in de wet. Een lacune die zich laat voelen bij de opvang voor daklozen en de verslavingszorg in de grote steden. Volgens Johan Breukels van de GGD Rotterdam staan er bij één instelling voor verslavingszorg in zijn stad al tegen de honderd verslaafde Europeanen op de lijst. Omdat ze niet verzekerd zijn, kunnen ze niet worden opgenomen in een kliniek. En als een instelling methadon verstrekt, moet zij dit uit eigen zak betalen. Het gaat overigens niet alleen om Polen, maar bijvoorbeeld ook om Bulgaren, Roemenen en Kaapverdianen met een Portugees paspoort. Vaak zijn ze gekomen om werk te zoeken, maar vrij snel in de goot beland. In hun levensonderhoud voorzien ze met criminaliteit en prostitutie.

Ook bij de opvang voor daklozen is een groeiende aanwas van Europeanen te zien. Een paar jaar geleden meldde zich slechts sporadisch een Oost-Europeaan bij het Leger des Heils, maar nu zijn het er steeds meer. Volgens het Haagse gemeenteraadslid voor de VVD Arjen Lakerveld zouden Poolse werknemers elkaar aanraden om na aankomst eerst langs het Leger des Heils te gaan voor gratis eten, kleding en een douche. De meesten verdwijnen na een tijdje uit beeld omdat ze werk hebben gevonden of zijn teruggekeerd, maar een hard kern blijft en raakt verslaafd, vooral aan de alcohol. Lakerveld heeft het Haagse gemeentebestuur om maatregelen verzocht. Hij vreest dat de Europese zwervers de plekken inpikken van onze eigen zwervers. Daarom roept hij: "Eigen daklozen eerst." "Eigen zwervers eerst" klinkt als een geweldige parodie op het gedachtegoed van nationalistische politici. Onze zwervers zijn nog altijd meer waard dan die vieze buitenlanders. Toch is de praktijk niet om te lachen. En de machteloosheid waarmee de instellingen worstelen evenmin. Ze kunnen niks doen en zijn bang dat als op 1 januari 2009 de restricties voor het vrije verkeer van Roemenen en Bulgaren komen te vervallen, ze een nog grotere aanloop krijgen van verloederde Europeanen. Deze verloederde Europeanen verblijven bovendien vooral in de wijken waar de sociale problemen al het grootst zijn. Volgens Euro-parlementarier Jan Cremers van de Partij van de Arbeid biedt de Europese wetgeving de nationale staten de ruimte om maatregelen te nemen tegen onverzekerde mede-Europeanen. Maar het enige land dat daar ooit gebruik van heeft gemaakt is Italië. Dat land heeft een groep Roemenen teruggestuurd, maar die Roemenen waren ook crimineel. Voorlopig staan landelijke en gemeentelijke overheden met lege handen tegenover de Europese verslaafden en daklozen. Het enige dat instellingen als de GGD kunnen doen is contact zoeken met zorginstellingen in het land van herkomst. Een enkele keer lukt dat. De GGD Rotterdam is er wel eens in geslaagd om via bemiddeling door de Poolse ambassade een aantal Polen die verslaafd waren aan onder andere spiritus naar een zorginstelling in eigen land te sturen. Maar gemakkelijk gaat dat niet. In sommige landen is er nauwelijks goede verslavingszorg en de nieuwe lidstaten staan niet te springen om zich te bekommeren om hun landgenoten in onze goot. Nederland moet ze daarom onder druk zetten mee te werken.

Als het niet lukt om de landen van herkomst te bewegen om hun eigen verslaafden en verloederden op te nemen, is de verleiding namelijk groot om ze domweg op de bus te zetten naar Warschau, Sofia of Lissabon, zonder enige garantie dat ze daar goed worden opgevangen. Dan zijn we terug bij de oude praktijk waarbij landlopers van stad tot stad werden verjaagd. Elke stad was de landlopers liever kwijt dan rijk en elke stad zorgde door ze te verjagen voor problemen bij de buren. Dat lijkt me geen vooruitgang. "Eigen zwervers eerst" is dan een alibi om sommige zwervers nergens op te vangen.
