In de 19e en de 20e eeuw trok de gegoede burgerijde achterstandsbuurten in om het klootjesvolk beschaving bij te brengen. Zijn de elites van onze tijd geneigd hetzelfde te doen? Nou nee, niet echt. Het volk moet worden opgevoed! De hufterigheid moet bestreden. Kinderen moeten op tijd in bed liggen en niet op straat zwerven. Mensen moeten zichzelf niet volproppen met ongezonde voeding. Op tal van terreinen klinkt vandaag de dag de roep om een beschavingsoffensief. In de negentiende en de twintigste eeuw waren het leden van de gegoede burgerij die de achterstandwijken in trokken om het klootjesvolk van de fles en aan het werk te krijgen. Nu er opnieuw behoefte is aan een nieuwe beschavingsmissie ligt het voor de hand dat de elite daarbij opnieuw het voortouw neemt. Dus is de centrale vraag van het jaarboek van het Tijdschrift voor de Sociale Sector: Gaat de Elite ons Redden? Toen de vakbondsman Mertens riep dat Nederland werd bestuurd door 200 man, was dat een aanklacht. De ‘200 van Mertens' speelden de hoofdrol in een complot. Inmiddels is het een eer om op de lijst te staan van de 200 machtigste mensen van Nederland die Volkskrant ieder jaar opstelt. En ook een plek in de Quote 500, is geen schande. Geld en macht stinken niet meer. Maar voelt de elite zich ook verantwoordelijk voor de samenleving? De filosoof Ewald Engelen houdt daarvoor een origineel betoog. Het succes van grootverdieners is niet alleen hun eigen verdienste, maar ook een kwestie van geluk. En juist omdat het geluk hun toelacht, moeten zij grootmoedig de helpende hand toesteken aan mensen die minder fortuinlijk zijn. Het mooie aan de bundel zijn echter niet de pleidooien hoe de elite zich dient te gedragen, maar de hoofdstukken waarin beschreven staat hoe de elite zich daadwerkelijk gedraagt. Dan blijkt dat er geen sprake is van een samenhangende, zelfbewuste elite die het volk wil verheffen. Er is bijvoorbeeld geen overlap tussen de Quote 500 en de top 200 van de Volkskrant. En als er een lijst zou bestaan van de culturele elite, dan zou die hoogstwaarschijnlijk ook geen overlap vertonen met de elite uit andere sectoren. Bovendien is er bij veel leden van de elite nog steeds sprake van een gevoel van schaamte over de eigen voorspoed. Zo laat Ali de Regt ouders aan het woord die hun kinderen naar een privé-school hebben gestuurd. De respondenten distantiëren zich stuk voor stuk van de rijkelui die het imago van de scholen bepalen. Zij zijn juist ‘gewone mensen'. Zij smijten niet met geld. Niemand rekent zich tot de top, al moeten ze erkennen dat ‘ze het goed hebben'. Sjoukje Botman beschrijft dat veel mensen die huishoudelijke hulp hebben zich nog steeds ongemakkelijk voelen bij het idee dat een vreemde hun rotzooi opruimt. Die jongens hebben altijd dorst. Daar hebben wij geen invloed op." Bij de Rotary bestaat wel een behoefte om iets voor de samenleving te doen. Er heerst een ideologie van dienstbaarheid, maar Karel Claassen, zelf prominent lid, moet toegeven dat die dienstbaarheid eerder de vorm aanneemt van fondsenwerving voor een goed doel, dan dat de leden voor zichzelf een opvoedende rol zien weggelegd. Soms zijn er initiatieven waarbij Rotary leden zich opstellen als coach, maar die zijn schaars. Het dichtst bij een beschavingsoffensief komen de leden van de elite die mentor worden van een risico-jongere. Vasco Lub en Matthijs Uyterlinde beschrijven dat dit soort mentoraten de laatste jaren enorm populair zijn geworden. Twee jaar geleden zetten lezers van de Volkskrant het mentoraat bovenaan op de Sociale Agenda. Het devies was: "Elke jongere een mentor." De auteurs laten zien dat met de koppeling van jongeren aan maatschappelijk geslaagden inderdaad bescheiden resultaten worden geboekt. Maar het is ook kwetsbaar. Het moet maar net klikken tussen mentor en jongere. Met een beetje pech doet de mentor meer kwaad dan goed. Heleen Terwijn, oprichter van de Weekendschool waar kinderen les krijgen van professionals uit allerlei vakgebieden, vindt het daarom zinniger als jongeren niet één, maar meerdere voorbeelden krijgen aangereikt. Maar in beide gevallen gaat het om leden van de elite die vrije tijd steken in minder gefortuneerde jongeren. Opmerkelijk is wel dat wat ze daadwerkelijk doen, weinig te maken heeft met het bepleite beschavingsoffensief. Ze zien het niet als hun taak om de jongeren van de drank of de drugs te krijgen of om ze goede manieren bij te brengen. De mentoren zijn beducht voor betutteling: "Ik ga niks pushen. Zij moet het leuk vinden bij mij. Als het een klasje wordt dan lukt het niet." Ze proberen soms afspraken te maken, maar als hun jongeren zich daar niet aan houden, moeten ze dat zelf weten. De sleutel tot succes is niet moraliseren, maar geduld. Het doel is niet om de jongere te beschaven, maar om hem zelfvertrouwen te geven. Als hij dan terloops ook nog leert hoe hij zich moet gedragen bij een sollicitatiegesprek is dat mooi meegenomen. Dat lijkt meer op welzijnswerk dan op een beschavingsoffensief. Noblesse Oblige Gaat de elite ons redden? Na lezing van deze bundel kan het antwoord alleen maar zijn: voorlopig niet. De meeste leden van de elite zijn vooral bezig om hun eigen kinderen te redden, aan de rest van de samenleving komen ze niet toe. En zij die zich wel bekommeren om minder gefortuneerden verwachten geen wonderen. Ze zijn al blij als ze helpen om de toekomst van hun jongere iets minder uitzichtloos te maken. Kortom.
