Het is mislukt. Na drie jaar valt dat niet meer te ontkennen. In november 2005 lanceerde ik samen met andere ouders, een schooldirecteur en een stadsbestuurder een plan om de segregatie in het Amsterdamse basisonderwijs tegen te gaan. Ik schreef er ook een column over in de Volkskrant (29-11-2005). Ons idee was bescheiden. Wij beloofden geen oplossing voor scholen in Slotervaart met een concentratie aan achterstandsleerlingen. We richten ons op scholen die geen afspiegeling vormen van de wijk waarin ze staan. Destijds gold dat voor een kwart van de scholen in Amsterdam. Soms staan een te witte en een te zwarte school vlak bij elkaar in de buurt. Wij constateerden dat er her en der wel idealistische initiatieven bestonden om zwarte scholen gemengd te maken, maar dat niemand zich richtte op de te witte scholen. Ons idee was simpel. Als een school een wachtlijst heeft dan gaat een duo-inschrijving van een allochtoon en een autochtoon kind voor een individuele inschrijving. Omdat vooral te witte scholen wachtlijsten hebben, zouden juist deze scholen gemengd worden. Als een autochtoon ouderpaar hun kind per se op de elite-school geplaatst wil krijgen dan moeten ze reclame gaan maken onder allochtonen voor de school van hun keuze. Autochtone ouders krijgen er zo belang bij om de drempels te slechten die op elitescholen nog bestaan voor allochtone kinderen. Scholen als de ASVO of het Wespennest die veel meer kinderen aangemeld krijgen dan ze kunnen plaatsen zouden zo binnen de kortste keren gemengde scholen worden. Bovendien kunnen populaire gemengde scholen op deze manier gemengd blijven. Aan de vooravond van de gemeenteraadsverkiezingen organiseerden wij een debat in de Balie. Alle politieke partijen spraken hun steun uit voor onze ideeën. Alleen D66 maakte kanttekeningen. Ook de schoolbesturen stemden er mee in. Zelden had een plan zoveel draagvlak. Wethouder Aboutaleb noemde het een historische bijeenkomst. Toch duurde het bijna anderhalf jaar voor ons plan werd bestendigd in een convenant tussen het gemeentebestuur en de schoolbesturen. In augustus 2008 zouden de afspraken in werking treden. Maar de inkt van het convenant was nog niet droog of het geneuzel begon. Wat werd eigenlijk verstaan onder een duo-inschrijving? Het probleem is niet de kleur van de kinderen in de klas, maar een concentratie van leerlingen met een sociaal-economische achterstand. Deze hypercorrecte mensen hebben natuurlijk helemaal gelijk. Maar in Amsterdam lopen kleur en klasse verrassend parallel. Er zijn geen concentratiescholen met witte achterstandsleerlingen. Duo-inschrijving op sociaal-economische achtergrond is ingewikkeld, omdat je dan eerst aan kandidaat-ouders moet vragen of ze wel laag genoeg zijn opgeleid. Ook werd een andere dooddoener van stal gehaald. Zwarte scholen zijn niet erg als het maar goede scholen zijn. Dat klinkt prachtig maar de realiteit is grimmiger. Praten over kwaliteit is een alibi om de segregatie in stand te houden. Wij hebben van meet af aan gezegd dat ons plan alleen zou werken als aan bepaalde voorwaarden wordt voldaan. Zo moet er een maximale schoolgrootte worden afgesproken. Anders groeien de populaire scholen tot monsterscholen uit en zuigen ze de omliggende scholen leeg. Nu is het al vaak zo dat een gemengde school weer zwart wordt als een populaire witte school in de buurt toestemming krijgt om uit te breiden. Ook moeten stadsdelen regelen dat ouders elkaar kunnen ontmoeten. Dat kan door voor ouders met kinderen in de juiste leeftijd gezamenlijke bezoekjes aan diverse scholen te organiseren. Tot slot speelde er nog een organisatorisch probleem. Wij hebben gezegd dat broertjes en zusjes en kinderen uit de directe omgeving van de school voorrang hebben. Maar die kring moet niet te groot zijn, anders is er geen plaats meer voor duo-inschrijvingen. Vervolgens zijn bureaucraten aan de slag gegaan om van bovenaf die kring rond de school te bepalen. Dat dreigt een hopeloze onderneming te worden. Wij hebben bepleit om het van onderop te doen. Elke school mag de helft van de plaatsen vergeven aan broertjes en zusjes en kinderen uit de buurt. Omdat van geen van deze randvoorwaarden werk is gemaakt, dreigt het convenant een loze letter te worden. Verantwoordelijk wethouder Lodewijk Asscher heeft afgelopen week in een debat in de Balie toegegeven dat hij het idee van de duo-inschrijving op de lange baan heeft geschoven. Van de historische gebeurtenis die Aboutaleb ontwaarde, is niks meer over. Ons plan voor gemengde scholen is om zeep geholpen door een monsterverbond van politieke correcte struisvogels, afwachtende schoolbesturen en bureaucratische politici. En zo kunnen talloze ouders uit de blanke elite van Amsterdam die in hun vrije tijd Mandela zo ontzettend bewonderen, hun kinderen ongestoord apart naar school sturen. |
